It's only a 50 million dollar buyout to leave the ACC. And it'd totally be worth it to add another South Carolina team, since the tv market here is so huge.

Central Florida - huge school and the state could support another SEC school. I think we are going to move away from the "one school per state" television model soon.

If the SEC cant take a Virginia and NC school, then the pickings become very slim. Im not sure that expansion is even in the SEC's best interest, but if it is you are looking at Big 12 schools.
Those would be Texas, OU, Kansas and West Virginia.
If the SEC is going to 16 then its likely everyone else is as well and you'll be facing some competition for a small pool of schools.
I know this would never happen, but what makes the most sense is to blow up conferences all together and just have a single governing body over 54 or 62 schools whatever the numbers is and have an NFL style league with divisions and playoffs. Conferences are little more than loose affiliations at the moment anyway, and will only be more so with further expansion.

that's actually exactly why it is JV. See, in high school sports, the better players play on the varsity team and the not better players play on the junior varsity team ... so I was trying to make the comparison of a conference being broken into two segments, just like in high school - JV and varsity.
