It would never get called had the receiver not tripped. Oh well, shite happens. I will say that those refs were ridiculously whistle happy. They dealt out 4 personal fouls in the first quarter. Would've rather had Big Ten refs

So if ball on 16, PI at 2 yd line, spot foul, ball placed on 2. What if the ball were on the 18 and PI on the 2? Half distance to goal? If so, seems like almost identical situations are being treated much differently. Just curious.

It was less than 15 yards downfield. It would have been a spot foul.

If I'm not mistaken, on pass interference, unlike other penalties, if it's more than 15 yards downfield, the 15-yard penalty is enforced in full even if it's more than half the distance to the goal. So, for example, if the LOS is the 19 and the foul occurs at the 3 or further in, then the 15-yard penalty is marked off to the 4. Of course, in this case, it's irrelevant because the LOS was less than 15 yards from the 2, so it would have been a spot foul.

no, it's a 15 yard penalty and the ball would be placed at the 3
