A LOT of unintended consequences with this as well. Likely to make football even MORE cyclic and spread the wealth of talent much wider. Suddenly UAB, Tulane, FAU, UT, Rutgers etc can compete with the big boys a lot easier because the 5* that realized he wasn't going to start at bama or UF transfers immediately to a 'have-not'.

It would be interesting, especially for a position like QB. Coaches would have to purposefully recruit some three or two star lifelong fan of the program just to ensure depth from year-to-year.

Maybe the NFL does need a FARM league and this will help them get it started.

Your statement is absolutely true for the "revenue" sports, but there are not a lot of men or women on the swimming/diving/wrestling/lacrosse/hockey/fencing/track/golf/gymnastics/tennis/volleyball/softball/rowing teams who need help from tutors to pass through big time universities.
Having been on a team at a large university myself, and knowing many other athletes on campus, I can state with confidence that a large % of the people getting this help from tutors on a regular basis are on the football or basketball team. The only other athletes I know who needed a lot of help were foreigners brought in who were still struggling with the language/culture where they would be able to get help through the course work

I think this a great proposal. Then all college football can aspire be like the PAC-12.

I agree with every one of these and hope they pass. I would like to see college athletics (let's face it, football and basketball) trend back into the amateur arena and away from the semi-pro arena.
