I assume it is reactionary. If you are seen out after curfew, a stiffer penalty is enforced.
LIke driving without insurance...penalty comes when you are caught.

He'll probably dance around it at media days next week. He's going to put Hill in front of the team leadership council before anything and that probably won't go down until they report in a few weeks.

The crazy thing is that he's pretty much always grammatically correct. It's perplexing. I think local reporters get mad at him because he's better at the English language than they are.

He does but he's never used it that I know of. Usually whatever they decide is final. They were also the same assholes that decided to let Jefferson back on the team.
