Depends on NCAA rulings.

Most programs that get hit hard and take time to recover were at a high level or upswing when it happened.

UTk looks to get hit hard while they are already in a decade long hole. It could be a very, very long road back to the rocky top.

I was going to provide a thoughtful answer until I saw this...which is correct. Nebraska, Tennessee and Arkansas are never going to be more than eight win programs again. Eight wins may be generous for Nebraska.

Check out Nebraska's partial qualifiers rule from pre-Big 12 days and the rumors of steroids until around 1990ish.

I want to say "never", but I guess they could get lucky eventually (if college football even lasts a whole lot longer). I mean, we've been asking this question for about 20 years now, and they are in even worse shape now than they were then. Tennessee just doesn't have the advantages now that they had back when they were good. I guess it depends on how you define "recovers". Can they go 7-5 or 8-4 on average and go to a crappy bowl game? Sure. That could be only a few years away. Can they get back to "Big 6" status? I don't think so. That's at least 15-20 years away imo, probably longer tbh.
