He isn't. Mac just won't take him out. The practice footage shows he is a step behind. He wasn't terrible last year before he got hurt. Just not anything more than average.
It's between Franks and Zaire. I would put my money on Franks. His arm is clearly the better of the group, his passes are more accurate, and he has the quickest release.
Mac has to let Zaire compete and will play him because he does add value, but Franks should be the guy. He has a pro level arm.
