Plus the recieving team does not want it to become a live ball. But I guess under certain circumstances you could go ahead and fall on it.

UNA... Did the fact that Julio was standing on the 39 or 38 yard line not make him fair game?

From my understanding of the rules, no, he was not eligible to be hit yet.

Yeah that to me is the question if any. It really does not matter, but if the referees were trying to give us the game wow could they have missed a better opportunity?

The rules don't specify that a player can be blocked if he is beyond a certain point, only that he can't be blocked if the ball hasn't crossed the restraining line.
