The four teams are hand selected to play in a tournament and two play an extra game. They are the four best.

They're chosen as the 4 best at that time, but that doesn't guarantee them a top-4 spot in the final poll and it never has. When Notre Dame lost to Alabama in the 2013 BCS title game, they finished 4th, but I guess you think they should've been 2nd?
The Playoff Committee chooses the teams it believes most deserves to participate in the playoff, but they don't have any say on the rankings.

State not being ranked makes not even a single bit of sense.
