NC won it the 1st year (Stanford was 2nd) and since then it's belonged to Stanford.
They compete in 36 varsity sports.

Florida, Alabama, and Kentucky should get a nice boost as all 3 made WCWS and the worst Alabama and Florida can finish is 3rd, while the worst Kentucky can finish is 5th.

With the 4th place finish in NCAA W T&F, seems like Gator women just won the W Capitol One Cup!

Stanford will use points scored in women's water polo and rowing as well as men's gymnastics, water polo, volleyball and soccer - all of which are not heavily contested by SEC schools.
TL;DR - Stanford wins because they do very well at almost all things. Florida (and other SEC schools) needs to add more sports (especially on the men's side) if they want the public relations victory of winning this award.
Also, equestrian is not scored in these standings. Only NCAA-sponsored postseason competition is used. For football, FBS schools are awarded points based on the final Coaches' Poll and whether they were invited to a bowl game and won.

Florida has had some very close second place finishes over the last couple of years playing significantly fewer sports, unfortunately each of those years we have had a sport we traditionally do very well in struggle, which has prevented the break through.
I doubt we see any more sports added anytime soon.
