I think if anyones helmet comes off near the ball it should be blown dead. If the helmet comes off on a guy that is nowhere near the play it should continue. There shouldn't be a penalty for a defensive player continuing to pursue. It creates an unfair advantage to a team if the other team has a player that has to stop playing.

TLDR: Play should be blown dead if it is a ball carrier or a helmetless player is near the ball.
