No, I think it's reasonable not to want a kid to be able to transfer within the conference.

That's true. Coaches can petition the NCAA at any time and make up a reason to take your money. The NCAA doesn't exactly make it a thorough process.

Take a beloved coach, Bryant, or Paterno for example. Say they decide to change scenery, and take half of the Tide or Nittany Lion team with them wherever they go. If a kid is free to transfer wherever and whenever they like, it could really screw up the team and college left behind. What about the scholarships of the kids at the new school?

Bielema moved from Wisconsin to Arkansas. What if he and his staff brought 25 of Wisconsin's top players with him? Wisconsin would be left with a giant hole to fill, and 25 kids at Arkansas wouldn't have a scholarship suddenly. It couldn't work, for this and many other reasons.

too many stipulations. What about where their position coach is? Coordinator? Etc?

The year out after transferring makes sense. If they didn't have it anyone would transfer plus it would hurt the lower schools D1AA, D2, schools who get kids who don't want to sit out.
