We'll have to disagree, at least on the cause/effect implied by your second sentence. Back in the day, a large percentage of people would have indeed condemned those banners, like you say, and that condemnation would have helped regulate broad behavior. Peer pressure provides strong incentives. That's how free and civilized societies work best, thus minimizing the urge or perceived need for dangerous institutional repression of speech.
It's when anti-social speech becomes commonplace and even given wide public support, thus encouragement, that anti-social behavior follows. Then we're on the road to trouble one way or another.
