I was a freshman in 2009 and they were at the very end of the shopping center by Kroger. Maybe they moved around a lot.

They do.

They were in 4 different places during my 5.5 year undergrad stretch

We would use to give blood at the donation center on West Oxford Loop (first left on Jackson while coming into town from Highway 6; a Chevron is on the corner and The Hat is across the street) and then go get $1 Budweisers at Papito's and get smashed for $10
