He was mentioned in 2008 right before Tampa fired him iirc. Certainly not as much as 2012 and 2017 though

I honestly bet if you asked people who want Gruden at Tennessee that 80% of them couldn't tell you whether he is an offensive or defensive coach, and 90% couldn't tell you what his style/calling card is on offense.
This aura has been created with all the TV stuff and his personality and it's really been a long time since he won that Super Bowl (which was kind of the last big thing they did in Tampa) in 2002 (he went 45-51 from 2003 to 2008). A lot of people under 30 just honestly don't have much recollection of him as a football coach. He hasn't coached in 9 years and he hasn't been in the limelight as a coach since 2002, really. That's a long arse time.

Yeah, the Gruden rumors are probably primarily fan driven.
If the administration is actually considering Gruden, I think it represents a real lack of seriousness on their part.
Gruden hasn't been a head coach in nearly 10 years, and he hasn't be in the college coaching ranks in over 25 years. Why on earth would a university find him to be an attractive candidate?

What's the obsession with Gruden? He hasn't coached at the college level since 1991. He hasn't coached a game at all since 2008. Where's the assurance that he could be a good coach at the college level?

He also hasn't been involved with a college program since he was a TE coach for Pacific 29 years ago. Coaching an NFL team and a college team are two entirely different things. He has no relevant experience coaching college football, much less running a program.
And to parlay off that, why the hell would he want that responsibility when he makes double that working 18 games a year? I surely wouldn't trade a seasonal part-time job to work 80 hour weeks year round for less money.

Succeeding in college isn't easier. You have to recruit constantly, in Tennessee and a few other states where there is less talent.
There's far more parity in the NFL and most teams stand a chance. Very few teams in college football stand a chance of a championship.

So in other words, an NFL schedule is tougher than a college schedule because literally any team could beat you?
