Greatness isn't cumulative. It doesn't require a wait and see approach. It's there or it isn't.

And even if that is the case, how can you quantify greatness compared to other great RBs if its a simple great or not great?

You are qualifying running backs as great or not great. That's all fine and good.

How can you tell who is greatest?
