It's the 6th line under Part 111: "Personal or Family Expenses."

Must have receipt, and LT had the receipt for $305.

Has to be pre-approved too. The worrisome thing is that OM seems to have been blindsided by the entire story, which means it's unlikely they had the paperwork in order.

Apparently we're forgetting what was in those messages, and what he admitted to. It wasn't just a light bill. It was also his "rent." And it's obvious that this wasn't just some one-time hardship (which wouldn't matter anyway). They had a payment system set up that involved randomly texting coaches/AD staff. It's so ridiculous that the assistant AD was surprised and mildly annoyed that he was asking for more than was agreed to.

If all of this shite is on the up-and-up, it wouldn't be handled over shady text messages like this.

They've had time to regroup. If they have the approval (and the NCAA has to approve as well, and the NCAA will have an opinion on the documentation) now would be the time to shoot it to the press. The longer they wait, the thicker the smoke looks. When all the information is coming from message boards rather than your official channels, you're not getting ahead of the story the way you should be.

If an exchange of money occurred only to help with rent, that could be allowed by the NCAA Student Assistance fund.

The NCAA manual says “The Student Assistance Fund is intended to provide direct benefits to student-athletes or their families as determined by conference offices.
As a guiding principal the fund shall be used to assist student-athletes in meeting financial needs that arise in conjunction with participation in intercollegiate athletics.

The NCAA cites a few clear items for which money from this fund cannot be used, but it provides a great deal of leeway for schools to make decisions on how to use the money to help athletes. It appears that rent or utilities could fall within the guidelines."

Given that lots of athletes -- far higher than the general student body, I'd wager -- come from desperately poor circumstances, I wonder how much of this sort of stuff flies beneath the press radar. I have heard about discretionary funds used to help athletes return home for family emergencies (deaths, hospitalizations, etc) but those stories were more about the emergencies than the money. It seems likely that severe restrictions are placed on that money -- with as many poor families as we're looking at in college athletics, helping families with their utilities and rent would turn into one helluva rabbit hole if not handled judiciously.

(If LT had been talking about his own rent, incidentally, rather than his mom's, I'd just assume the school would tell him to move back into the nice dorms they provide exclusively for athletes. At least I assume OM, like most major programs, provides straight-up athletic dorms. Housing and food are two things no scholarship athlete has to worry about.)

If I'm not mistaken- those text messages mentioned some agreed upon fixed amount of compensation separate of the rent money Tunsil asked for.. Is there a payment plan option in the student assistance fund?

Rent and water bills aren't personal expenses in the way that's written. Just like a home mortgage isn't. Or a car note. I mean even Brain challenged Rebs can see this right.
