Not really. College football still declares a winner and ranks folks at the end of the year. Comparing it to a participation ribbon, everyone's a winner mindset would mean that everyone got the same trophy as the playoff winner.
Not only is it not the same but every bowl game has a loser with another loss tacked on their record and then we'll spend the next nine months debating conference strength based off of these results. Definitely not the same as the everyone is equal participation ribbon mindset.

We could keep some of the shitty bowls by expanding the number of playoff teams. I say go to 12. 8 teams do a play off game, then the move quarters, semis and finally the championship game.
Of course, there are certain things that would have to go into the system. First and most importantly would be a salary cap. And we'd need roster limitations (maybe a practice squad).

Do you have any idea the amount of time players prepare for a 12 game season? An out of town trip for a bowl where each team member is rewarded for the time, sweat, blood they have shed for the TEAM is a good thing. Most of these players will never be professionals, and a bowl memento may be all they get to keep besides the memories and pictures of the efforts they gave.
Not to even mention the extra practice time proves that teams get better with more experience on the field, therefore more competitive games next year.
