Even with 64 teams, they have Kentucky banished to the NIT. Really, cut a game or two off the regular season and a 64 team playoff would generate a huge amount of interest.

Are there even 64 teams with winning records?

There are 63 teams in this year's bowl games with a winning record. Throw in Ga. Southern who was left out due to a stupid rule and you have 64.
