They really do have excellent catfish and if you haven't had any in a while it is worth going to. I can also live w/o a beer for a while. The downer to me - only because of previous experience - is the non-view. Top Of The River was... well, you know.

Yes. I don't know how long you've been away, but they were previously in an alley off Clay St. before it burned down. Probably for the best. They've been in their current location for ~8 years I think. Far and away the best restaurant in Vicksburg.
Others to consider:
Roca's at the Vicksburg Country Club. Despite the location, everybody is welcome, no membership required. My second choice after Rusty's for beef.
Ameristar buffet. Yeah, I know - a buffet. But they have very good chefs and it's a good meal. Better since they closed up the floor so that you're not exposed to the constant ding-ding-ding from the slots below.
And this is off the wall a bit, but if you want a good burger go to The Tomato Place on US 61, about 2 miles south of I-20. Burgers the way burgers were meant to be, and all sorts of good sandwiches. Also a fruit/veggie stand and lots of good homemade jams/jellies and bread. A blast from the past, in other words.

Yeah, Top O' The River was absolutely incredible at sunset and early evening. Always packed, so you had to cross your fingers and pray you got a table on the far side or the patio, overlooking the river itself. I've not been back in 10 years, so I've probably missed a lot of development.
Incidentally, you said you were/are an engineer with the Corps? That's where my grandmother worked as a technical editor and writer. I once went to visit her, took a wrong turn, and apparently ended up outside the supercomputer building. First and last time I had multiple assault rifles pointed at me.

I probably know your grandmother and it will probably piss me off if you tell me her name and I figure out that we're roughly the same age
You had that terrorist look about you . Everything has tightened way the hell up since 9/11, sometimes to the point of being ridiculous. But that's the world we live in.

She passed away several years ago, so I wouldn't mind you knowing her age and who she was. But...public message board and all.
Anyway, thanks for the updates on the Vicksburg dining scene. I have bookmarked this thread for the next time I get a chance to head down there. I don't know when it'll be, but since I'm already salivating all over my keyboard, it'll likely come when the expense of replacing my computers outweighs the expense of a road trip.

Sorry for your loss.
Short version: My top 2 picks for a unique Vicksburg experience, and since you said you're heading south from here:
Walnut Hills for lunch or call ahead for the round table at dinner (at lunch it is the default; for dinner you need to request it beforehand).
When heading south, dilly-dally a bit and stop at The Tomato Place for a burger (my preference) or tuna melt (my wife's). Everything they do will remind you of the way things used to be and should be. And grab a few loaves of homemade bread.
If you'll be here more than a day, then Rusty's for dinner. Again, at 5 or prepare to wait. The filet mignon is worth stabbing somebody over, wife loves the Ahi tuna, but everything is good. If you want to blow some bucks on Vicksburg history, Rusty's is lined with old photos of the city that (for most of them) you can get prints of from local photographers. For this one, you're out of luck unless you're into dark magic. I got a copy of this about a month before the guy died, and this is in our living room:
