Will Georgia Southern or Georgia State ever reach the level of UGA or Tech?

Neither one will ever touch UGA. Georgia Southern on their best years may be as good as Tech on their worst.

UGA? No, not even remotely close.
Tech? Well...tech has history and they play in the ACC. But as far as fielding a better football team? You could argue they almost do that now.

Short answer: no. A state can only support a limited no. of schools fully. For Georgia, it's UGA and GT. For Alabama is Auburn and Alabama, etc. Georgia State is sort of a niche school and Georgia Southern is in South Georgia where there is less population.

I meant more along the lines of eventually becoming a competitive power 5 school. Obviously California, Texas, and UF all have multiple succesful programs in their state. Just wondering if these two programs have already peaked by moving up to FBS or if they'll one day have a hope of goig even further than the Sun Belt.

None will ever get Big 5 TV money so I think both will be stuck in the Troy/UAB zone and I really don't think Ga. State's program will stick around DI for much longer.At least Southern gets the support of their students

Georgia State is a sleeping giant....they have about 700 degree programs including many that a concrete block can excel in, admissions are about as open as a school can be, Atlanta alone is a hotbed of very good high school talent, the market is huge, and the alumni base is massive. I can easily Georgia State being another Central Florida in 10 years.

UCF could be, but only if they get into a Power 5. They have the recruiting pool and the location for it.
Southern, never. And that's because Statesboro is a tough sell to kids (FBS caliber) who could go play in better locations. State, maybe, but only if they can survive the next five years. They need a really smart coach who can sell the program to recruits and then push talent to its full potential. A few winning seasons in the Sun Belt and some bowl wins could get them on the right path.
And you can talk shite about Tech all you want, but our winning percentage over the past 15 years is still 17th overall in the FBS.

I think if they can manage to land this Turner Field deal and build it into what the renderings show then they'll have a really good chance. That whole complex looks really fricking sweet.

I understand that. So 1 BCS bowl with a LoT of down teams equates to a Giant? Would you call TCU a Giant? Boise State?

Yes, but that's a big IF. It will depend on funding, though I do feel Reed and other ATL politicians are behind that plan.

TCU is in a power 5 conference and pre-Power 5 autonomy, yes, I would have considered Boise a giant.

That's half the battle. State has money they can spend. They've been buying up real estate in and around Atlanta for years. This would legitimize them as an actual college-college and not some commuter school that blends in with the rest of the office buildings and skyscrapers downtown.

Got nothing to do with location. Not having a law,ag or medical school will kill Southerns fund raising. Teachers and nurses don't write six figure checks to athletic programs,and you've got to have money to compete with the big boys. Mercer has more money than Southern,fwiw, and will probably be more relevant in the next 10-15 yrs.

Good point, but I think it's a combination of our perspectives. You have to have something to sell to recruits, either power conference/tradition (think Miss State, Arkansas, Clemson, etc.), location (UCF, GSU) or both (UGA, Tech, etc.). Southern has neither, except at the FCS level.
