Proposed rule change.....low hit on passer

The Rules Committee approved the following recommendation for a rules change on March 5, 2014. Subject to approval by PROP.
Rule 9-1-9, Roughing the Passer (FR-90)
Low hits on passers
Add new paragraph b. (The current article becomes paragraph a.)
When an offensive player is in a passing posture with one or both feet on the ground, no defensive player rushing unabated shall hit him forcibly at the knee area or below. The defensive player also may not initiate a roll or lunge and forcibly hit this opponent in the knee area or below. [Exceptions.]
(1) It is not a foul if the offensive player is a runner not in a passing posture, either inside or outside the tackle box.
(2) It is not a foul if the defender grabs or wraps this opponent in an attempt to make a conventional tackle.
(3) It is not a foul if the defender is not rushing unabated or is blocked or fouled into this opponent.

Like similar changes, this seems kinda subjective?

Seems likely to be like targeting last year. Could be good, could be bad.

Seems like another way for defenders to get screwed.
Guess I'll have to see how it's implemented, though.

You can sack the Qb, just not below the knees or above the sholders...just right here in this small designated area - NCAA

Another rule against the defense.
I can see how it is beneficial, but it makes being on defense even more difficult. Seems like another rule that will be subjective and controversial.

Yes....it's just an expansion of the existing Roughing the Passer foul. It's enforced from the previous spot or at the end of the last run if the succeeding spot is beyond the LOS.

Not that big of a deal. His posture as a passer is narrowly defined before it's a foul.

I think it's a good change because of the passer's vulnerability.
On a similar note about where the rules are heading, I think, within 5 years, they'll eliminate all BBW outside the tackle box. It's so restricted, and a bit convoluted, now....just simply things and eliminate it altogether.

In terms of rules changes, this one seems more well thought-out and legit than previous proposals.
But I'll wait to hear from our two resident SEC coaching savants before making my final decision.

"In the passing posture"......
Sooooo say the qb is out of the pocket, rolling out, but is in the act of passing. I am assuming this is not "the passing posture". Only if feet are set? I saw the as a runner part, but once he attempts to pass he isn't a runner anymore, even though he may be in motion...just trying to figure how this is going to be screwed up multiple times this year.

Are you 100 per cent sure this is about player saftey? First thing we need to see is statistics on said rule change. Then, if is close to passing, let's table it for a year. Just to be sure everyone is heard from.

Believe it or not, almost all rule changes ARE discussed and debated before they get submitted. Perfect?....never. The Law of Unintended Consequences is alive and well when it comes to football rules. No matter how long and hard a topic is studied, there's always something nobody thought about.
I've posted this before, but it's a good example of a LofUC. Years ago they changed the KO clock rule to start the clock when the ball was kicked. Fine, they wanted to find ways to speed up the game.
Grant Teaff was at Baylor, they went up by a couple of points with less than a minute to go in the game. Instead of kicking off and trying to stop the offense, he instructed his kicker to kick the ball out of bounds until the clock ran out. Kick OOB....mark off the penalty....do it again and again and again.
People went nuts..... The rule was changed back the next year.

I guess you couldn't bother to read the whole post and see this:

essentially you can't just spear or roll up on them low. You can still tackle them low.

This is pure crap. Football will be extinct in the near future and in its place there will be a watered down game of running around with oblong piece of pigskin (soon to be some type of new age plastic/wonder fabric).
Football is a contact sport...don't care for being hit hard? Take up rowing/tennis or horseshoes. #@!&%$ wussies.

The days of headhunting are over. If you don't like the direction of the game, frickoff and find another sport better suited to your tastes .

Both QBs were injured on hits above the waist. Neither were hit terribly hard, either. Just unfortunate.

Sounds like the silly Tom Brady rule from the NFL.
I don't want the college game to become like the NFL where you aren't allowed to breath on the QB.
The NFL has become a 100% passing league thanks to all the pussification rules regarding the QB and WR.
The defense has to sit back passively and let the QB and WR gut them, out of fear of penalties.
