I thought helmet to helmet was just for defenseless players and not for a rb who is lowering his shoulder

It sounded like the ref ruled it "leading with the crown of the helmet"...

Just looked at the rules Helmet to Helmet only implies when a player is defenseless.

it wasnt ruled a "helmet to helmet", it was ruled "leading with the crown of the helmet" which is spearing i guess.
