I looked at this and thought, damn that's terrible. Then I looked up the times of all the participants in Bham that day.
The three fastest times in the 40 yard dash were
4.48
4.52
4.55
So yeah, there was something off there. I would bet there are a lot of those athletes that are faster than their times showed.

They were all laser timed meaning that the numbers are about a 10th of a second slower than hand held. 4.38 would be a typical fastest time at a handheld camp so yeah if you think actual times mean something is off, you're right.
4.91 is terrible for a WR of safety which is where Cam is slotted to play
Fletcher Adams ran a 4.8 laser timed. That is freakish

If he is really that slow his commitment will get dropped.
Not really that concerned about Spivey's 40 time though.
I found the more concerning thing to be how off his height was on 247. 6-2 on 247 but measured at 5-11. I am sure that happens with a decent amount of recruits. I saw Javon Patterson's height is exaggerated on 247 as well.

Like I said, I hope so. I'm just used to being let down aka Brassell, Moore, Conner(for most sites)
I just think MS athletes don't get the amount of credit they deserve.
