Another consideration is that a prophecy in Isaiah says that Jesus would be nothing special in the looks department, yet he's usually portrayed as at least moderately handsome.

The roots of this depiction goes back about 1600 or 1700 years. Someone started depicting him that way and it just kind of stuck. He was probably first depicted that way because priest couldn't shave their heads or beards. However, they also could have hair as long as how he is depicted. He clearly had a beard because the Bible talks of it being pulled out by the guards. If he had a beard, it is almost certain he had a good bit of hair. It is true, in the vast majority of tribes of Israel men did not have long hair.

Sampson was a Nazarite. John the Baptist was also of the Nazarene sect. They did not shave or cut their hair.
Jesus was from the town of Nazareth. He may or may not have long hair, but he did have a beard of unknown length.
