I hear Chez Guevara is delicious but it has been too packed both times I've tried to go.
There is a Soccer Taco on Market Square that is decent. Best part is that you're near a lot of places to get fricked up.
Edit: Im late 20's so I don't know the hot spots for 21 yr olds. Sorry dude.

There's probably 100 Mexican spots in the city, but some of the favorites I hear people going back to time and time again are:
Soccer Taco in Market square for the pure fact that there's about 25 bars with in a 5 minute drive in any direction if you guys are trying to get into something after dinner. It doesn't have that authentic Mexican feel like some of the spots below, but it's solid and there's a ton to do in walking distance surrounding it.
Chez Guevara(West Knoxville) off Kingston Pike probably has the best vibe/ambiance in the city, Pelanchos(West Knoxville) off of Downtown West for killer margaritas, and Señor Taco(North Knoxville) off Broadway for some good authentic food. La Esperanza(North Knoxville) has some of the best Mexican in the city but it looks like a total hole in the wall so I'm not sure you're trying to take the ball and chain there for her 21st.
Good luck
