As one of the comments said don't count out British special forces either. The SAS has had boots on the the ground fighting ISIS for close to a year now and they're VERY good at this sort of operation.

It's probably not one guy, but a team. Probably French. As much shite as we give the French for their military prowess, they have some elite operators.

I'm thinking Canadian maybe. They have operators in that district although they are not the best at MOUT.
Seems like it could be a local, or perhaps an insert who blends ... but it is kinda weird thinking this is one guy operating with this kinda Intel inside the ISIS AO.

MOUT = Military Ops in Urban Terrain. City fighting, door to door, and to nclude Urban Sniping, booby traps, scaling, etc.
