The proposal would allow underclassmen to attend the NBA's draft combine in May and decide whether or not to return to school after receiving evaluations by NBA team personnel.

As it should be. Depending on the coach, a kid might hear that he's not going to go X high so the coach can keep him or he might here from "friends" around him that he'll go high so they can get the $$ from him. The best thing for everyone is for a kid to get an actual evaluation from NBA personnel so they can make an informed decision.

Seriously, this is fantastic. Let kids workout our attend the combine to see if they should truly enter the draft. Too many players have gotten bad advice over the years, and ended up having to spend time playing overseas instead.

What difference does it make that an agent is involved, I'm assuming agents give them cash advances??? Or is there a signing bonus up front if you sign with an agent and they predict you to go pro??

Once they sign/enter an agreement with an agent they forfeit their amateur status (per NCAA rules).

This. Similar to what the NFL does.

So not quite the Wal-Mart return policy

Yes, I don't understand why basketball & football follow the college baseball model. MLB teams can draft whomever they want. Doesn't mean they can sign them, though.
