There is never a legitimate reason to riot. Plenty of legitimate reasons to protest, though. This being one of them.

I think there are plenty of people who are legitimately fed up with law enforcement's treatment of minorities. But I think the vast majority of the rioters are just stuck in mob mentality and are just happy to have a reason to frick shite up and loot. I feel sorry for the people who really are concerned, as they'd probably protest in peace and get much more accomplished.

Well to be fair Morgantown is pushing legislation to try to stop it.

In all seriousness though, I think it has more so to do with the intent of the riot. You're still going to have arrests in those cases but chances are you're also not going to have people trying to intentional retaliate against police officers either. Not that it's excusable but I think most can discern the difference between the two so it's a little less heavy handed in enforcement.
