Yep.

Unfortunately it'll never get done. That puts money and services into areas that won't funnel your boys money. Arresting folks and paying your political friends to house them is much better for the politicians and the people who pay to get them elected.

It's safe to say the prison services lobby has 80% of the U.S. Congress in its pockets. Don't expect change anytime soon.
