Pretty sure 33 is an age you pulled out of your arse because the risk for down's doesn't go up dramatically until your early 40's. And that's really the only major "health" risk.

A woman is twice as likely to have a child with Down's syndrome at 35 than 25.

Honestly, if I was put in charge tomorrow, I'd certainly start sterilizing a large portion of the population, particularly the uneducated poor who spit out more kids than the intelligent tax paying citizens can keep up with.

I don't know about sterilization, but I would definitely require a license to have children. Have potential parents go through a screening process to make sure they're fit to be parents.

They already do that with parents who want to adopt, why not with everyone else?

While this always sounds good, it is really a mixed reproduction method that works best. On one side you have fewer folks breed for averages of higher traits as odds say this will be the greatest reward for limited resources. On the other hand you have the masses breed like rats in the hope of the outlier such mass production spits out. keep in mind Beethoven was the 8th child from an impoverished family who went on to greatness while even the best of breeding pairs have thrown off some real duds of the human race.

On a more realistic viewpoint, the broader your breeding the more likely the offspring will survive plague and other assorted nasties that tend to kill off species that have not got diversified genetic traits.

Five of my siblings were born after my mom's 33rd birthday.

No it isn't. A woman's fertility begins to decline around 32, after that the health risks to both mother and child increase dramatically.
