Sacramento seemed like it was in another state.
It was always a great place to stop and use the restroom when driving to Tahoe.

Dude, it's English. It REALLY doesn't matter. Go the quickest route.

berkeley is a slightly better school, but that's irrelevant for an english major. the deciding factor should be where he wants to live.

Agree with Switzerland. Berkeley or UCLA. Good academics either way.
The campus and town "feel" is going to be very different, so I would suggest visiting both and going with which place seems like the right spot to spend the next few years.

This isn't a troll, but what does one do with an English degree outside of teaching?
Teach, Law, Wall Street, etc etc.

UCLA is likely better of an environment for a non-uber-liberal, compared to Cal. Davis isn't terrible, but that's an ag/engineering school. UCI is meh, and is in a decent but corporate business park kind of area.
I would steer him towards UCLA. He can learn to write some screenplays and nail Jessica Alba
