Yes, they're the same cookie. Different regions use different bakers, so the names (as well as the types offered) may be different where you live.

And for those who are just saying the peanut butter ones--in Baton Rouge, there are 2 different types of peanut butter cookies. Tagalongs are chocolate covered with a cookie and peanut butter inside, and Do-si-dos are a peanut butter sandwich cookie (no chocolate). Tagalongs seem to be more popular around here than Do-si-dos.

I used to love the Tagalongs because they were like eating a Reese's cup with a cookie inside. I still love them, but then I discovered Do-si-dos. Dipping Do-si-dos into milk until they are a little soggy is delicious.

Samoas. I like Thin Mints too but the last time I actually bought Girl Scout cookies (a few years ago) I had a box of Thin Mints and they were awful. Not exactly dried out but I wonder if it's possible for them to go rancid? They weren't very sweet and tasted off.
