On the shedding issue, poodles don't shed much at all, and I think most or all of the common poodle mixes also don't.
Beagles howl a lot and I've heard they are a bit hard-headed when it comes to training.
A friend of mine has a rescue pug-chihuahua mix that she lives in an apartment with. It sheds some but doesn't bark much at all.

Small poodle mix would be good. Almost no shedding and the right size without being yappy.

I have a Doberman, and he's awesome.
Short hair, don't drool.
They're not that big. Less than 100 lbs most of the time and females can be 70 pounds.
Mine is quiet 99% of the time. He only barks when somebody comes to the door. It's a loud bark and the criminal demographic is uneducated and already scared of him on sight to the point that it's irrational, so he keeps away unwanted people. Would make a grade A guard dog if somebody decided to come in.
Just walk him the long way when you take him to the bathroom to burn energy, but otherwise they're fairly low maintenance.
Dobermans are one of the most intelligent breeds so they're quick and easy to train.
Super loyal and affectionate. That may lead to clinginess, but once they get used to you leaving them while you work they're fine.

Only real problem I've had with him in an apartment is he's very territorial and an alpha dog and with his instinct to guard as a Doberman, he's been aggressive towards random dogs and living in an apartment you're going to run into other dogs every so often when you take them out

Great dogs, but it takes someone with experience to train them. Otherwise, they're monsters (though not their fault).
Forget the size requirement. Get a Great Dane. Big, but perfect apartment dogs. They meet the rest of your criteria.
An English or French bulldog might also work.

Excellent suggestion here. Beautiful little spaniel about 35lbs tops. They don't shed much and are generally quiet.

Standard schnauzer.
Dont shed, dont drool, arent clingy, arent yappy, moderate energy, easy to tire out, smart. Or a smaller sized giant schnauzer, although Giants tend to be more stubborn and require a little firmer hand.

Worked at my dad's veterinary clinic all through school when I lived at home. He nor I have ever seen a poodle that didn't shed like a normal dog. It's a myth

Medium Golden Doodle would fit your criteria.
I have a Boston Terrier now and they are cool dogs. Also used to have a Pug and while they are awesome, those little frickers shed like crazy.

Well, they do shed, but not all over the place. Apparently most of the shed hair and dander remain entangled in the curls of their hair. That's why they have to be brushed out frequently. But, poodles don't cause the normal problems we associate with dogs shedding.

French bulldog hands down is the best dog I ever owned. Miniature daschunds are good too. Got my French bulldog for $1000. Best money ever spent

King Charles Cavaliers would be a good option for you. they are content sleeping all day if you are a couch potato but don't mind activity either. very adaptable and not that frisky. they are also chick magnets
