The state of Georgia is always in the mix. I see the argument with LA not having another rival college to compete with, but since Richt has been at UGA he's essentially locked down the state of Georgia and Tech has tradionally always gotten our leftovers (minus Calvin Johnson who's b*&%# of a mom talked him out of moving SO far away to Athens on signing day). Most research and data taken by pundits usually have Georgia in the top 5 with Fla, Tx, Ca and Pa.

But other schools come into Georgia on a regular basis and get players, like Auburn, TENN, Clemson and LSU. You have more good teams that border the state and dip in from time to time. That doesn't happen very often at all in LA, giving LSU the advantage there. Absolutely no instate competition is the huge plus for LSU.

That link really doesn't support you too much. LA is closer to Big 12 country than the ACC, scewing numbers. Per capita, Mississipi is the top for NFL products, but they have 3 instate schools that tap into the players, as well as LSU, Bama, Ark, and Auburn.
