The same reason SEC football was bad in the 1970s and is bad again now.
When one dominant program towers over all the others and wins practically all the championships, there is nothing for the others to build on to recruit players or hire coaches, so the rest of the league actually gets worse as the dominant team gets better.
It's great for Kentucky basketball and Alabama football, but it's bad for the SEC in both sports.

Kentucky isn't the reason most SEC basketball programs are lagging
They're dominant within the conference, but not nationally. Have only won one under Calipari.
It's just a combination of bad coaching hires and programs not having good basketball foundations. LSU could be one of the better programs in the conference, but settling for Johnny Jones isn't helping.
