Said they didn't send him the NOA or LOI. Sent him other documents involving suspensions and reinstatements.

I remember our administration saying that the NCAA sent the NOA to our outside legal council.....which I seriously doubt is subject to FOIA laws.

That could be right, but I was under the impression that any documents looked at by a university administrator in an official capacity were subject to FOIA. I don't really know.

The reason given was that the NOA wasn't present on campus and was with private counsel. It doesn't really matter, it'll all come out eventually when OM responds to the NOA.

The physical location of the document has nothing to do with anything
The attorneys handling the case are a private institution (and not located in MS) and therefore not subject to MS FOIA requirements

I didn't say the location was relevant. But since their client is a public entity, I'm not sure they're exempt from FOIA. But like I already said, I don't really know.
The FOIA, however, is a federal law, so whether or not it's in MS also isn't relevant.

A private law firm is not a public entity. Think government, public funded universities, etc....
