I don't think the transfer rules once a player is in the program is really the issue here. Teams still get players to transfer even with the "sit out a year" rule.
This is more about lying to recruits In order to get them on campus to begin with. That false pretense could nullify the LOI

If College Football wants to put all of this transfer issues to rest, they would allow anybody to transfer at any time. The catch would be, these kids go into a pool and are drafted by the rest of the teams. Schools would have to give up next years scholarship in order to sign them. Draft order would be based on record and geographical distance from the players home. Players would be eligible immediately.
