Like Finebaum would know who the SEC's top target was. I would be my life on A&M being ahead of VT on the SEC's wish list. Now if we are talking who was the top choice to come with A&M, then I could see VT being the top choice for that. But there is no way that VT was above A&M on the SEC's wishlist.
ETA: Even if we are talking about choosing A&M's moving partner, I still don't see VT being the #1 choice. I bet UNC was higher on their wishlists. Granted, there was no way UNC was coming then, but neither was VT if you listened to the PTB at VT.

The SEC didn't have to expand at all and I don't think Va Tech by itself would have been enough to make it happen. There wasn't expansion without A&M and the Texas market. It didn't really explain in that article but my guess is they meant as #14.

VT probably had more serious discussions though, or at the very least, some prominent people there were receptive to the idea. I think there is a contingent there that wants the SEC quite badly (and another that wants nothing to do with us). It's a better fit for them. UNC probably dismissed it out of hand.
