Does an 11-2 type team that wins the SEC make the 4 team cut?

If you don't win your conference you ain't getting in... Period!
That's the point, they will absolutely make it a big part of getting in. The argument is too easy, win your conference.

5 P5 and ND, for 4 spots, worst record stays home.

Understand what you are saying, but in 2011 the national Champions would not have made the playoofs as one of the 4 best teams.

That said, I think they will do their dead level best to keep two teams from the SEC out of the playoffs.

If
Oregon goes 12-1
Michigan St goes 12-1
Oklahoma goes 12-1
Florida St goes 13-0

Auburn wins SECCG and goes 11-2 do you REALLY think Auburn would go? (Insert Alabama, LSU, A&M or any other SEC team for Auburn)
