Sure, but only if they dropped the LHN.
The PAC was very clear they didn't want the LHN, the SEC has been very clear they didn't want any LHN-type networks, and the LHN contract is clear it can't be folded into another conference network.
Edit: Oh and there is that whole GOR thing too. Even Texas can't afford the $200 million+ it would cost to break the Big 12 GOR at this time.

IMO the SEC would take Texas in a heartbeat. They would tell Arky and aTm to deal with it or remove them from the league ( Temple style)

Well maybe, but Texas wouldn't accept those terms (aka no LHN) so it is all hypothetical.

Because Texas is the most valuable Athletic department in the country.
Florida also has more pull in the SEC to turn away FSU. And FSU DID get invited in the early 90s but Bowden declined.
