You have 8 seconds to get the ball past the halfcourt line. The clock doesn't reset if the ball gets knocked out of bounds. Arkansas never gained possession of the ball when Qualls knocked it out. Vanderbilt took nearly 15 seconds to cross half court. The shotclock was at 20 when they crossed. Should have been a turnover. But then again, I'm not surprised the refs don't know the rules.
You have ten seconds, and yes, the clock does reset after a timeout/stoppage in play. I don't like the rule either (it needs to be changed to the NBA rule), but
