George Wallace was "Guvnah" during a terrible time in US history. He also won a large percentage of the black vote when he did an about face during his presidental campaign.
David Duke ran for "Guvnah" during the '90s.

Pretty sure they are over 100k so far from what I've read. Harvey was just doing his part in an economic stimulus act.
