Two things:

1. Sticking to "no comment" is always smart when you have a reasonable expectation that what you say will be used against you.

2. Revealing that Enforcement is looking into institutional control procedure may have jeopardized the integrity of the investigation.

Not that it's a big secret the NCAA is investigating, but until this point no one knew for sure what NCAA by-laws were in play. We guessed that Article 13 (recruiting) was in there. Jacobs confirmed that. But he also put Article 6 (Institutional Control) out there. No one saw that coming, so it's a big deal.
