OPD doesn't call the coaches like they do in Starkville.
As for public drunk, give me a break. That is all police speculation. They don't even have to give a sobriety test for that. You could go into the Junction or The Grove and arrest hundreds.

I got arrested in front of my house once for a public drunk which was complete bullshite since I was out less than an hour later. You are basically assured at least one alcohol charge while you're a student in Oxford. The cops suck.
