He's probably already answered this, but most likely because the NCAA considers it and names it a major violation.

I searched for and listed the two incidents where we had major sanctions. ...and still stand by that.

Should read the report. Out of the 201, only 11 or so knew it was wrong. And the vacated wins for some athletes in individual sports for violations as small as .37 cents.

Majority of the averaged at $100 per and the remaining 21 averaged at $1000 per. But the worst offenders were the football players.
