You really should look at more than one source for rankings.

US News
The WSJ
Money Magazine

All 3 have college rankings using different criteria, which put more weight or less weight on different factors.

There is quite a bit of range in the rankings based on the weights in the formula that each publications uses.

How do you feel about the rankings for this particular publication? How about the ranking for 1-4?

One of those has more stroke than all of the rest combined. The other rankings are ignored by the schools, but if a school gets an unfavorable ranking in US News, they freak out:

Here is a study from the most privileged journal investigating the top 300 universities from four international rankings, the Times Higher Education World University Ranking (THE), the QS World University Rankings (QS) the ShanghaiRanking-Academic Ranking of World Universities (ARWU) and the U.S.News Best Global Universities Ranking (USNews).
