I am fairly certain that there is a new rule that everything has to be wrapped up within like a calendar year or something crazy short like that. No more 5 year investigations.

Maybe the investigation and receiving the NOA. There are appeals. And sentencing.

Separate from the investigation punishing the school are eligibility rules. Nico can be ruled ineligible to play at Tennessee much more quickly.
