I think that the supposition isn’t that Team A’s (insert name as needed) opponent’s are getting flagged all over the place, that would be too obvious. It’s that Team A is not getting called for blatant infractions. Not sure there’s a stat for that.

Alabama had a defensive front with Jonathan Allen, Daron Payne, Dalvin Tomlinson, A'Shawn Robinson, and Jarran Reed and they went something like two years without an offensive holding call against the opposing team. It was absurd.
