It has been called like this for years. It is on the defensive player to keep contact away from the head or neck when the offensive player is defenseless.

Essentially every play is reviewed. They didn’t deem it necessary for an official review and explanation. It was also an injury timeout.
But this is also the same crew that never announced the hands to the face penalty on the opening drive of the game.
