Did anyone actually read the article? It says:

How those three questions get answered will determine whether a given celebration is ruled on.


Meaning that just like anything else if you do it in an opponents face it will be a penalty, not if you do it celebrating with your team. Very similar to the gator chomp, etc. You would get a penalty for running up to an opponent and just waving in their face after a big play nowadays, so I think this is a big deal about nothing.
